ACTIONS BY THE ADMINISTRATION AND GOVERNMENT AGENCIES
7.1 Why did the Bush Administration actively resist the formation of the 9/11 Commission for 441 days, when similar investigations, such as those for Pearl Harbor, the JFK assassination, and the space shuttle disasters, all started in about one week?
7.2 What is the meaning of Norman Mineta’s following testimony to the 9/11 Commission about what he observed in the Presidential Emergency Operations Center (PEOC) on the morning of 9/11: "There was a young man who had come in and said to the vice president, "The plane is 50 miles out. The plane is 30 miles out." And when it got down to, "The plane is 10 miles out, "the young man also said to the vice president, "Do the orders still stand?" And the vice president turned and whipped his neck around and said, "Of course the orders still stand. Have you heard anything to the contrary?" If the orders were to shoot the plane down, why wasn’t the plane shot down? Why did the 9/11 Commission not mention this testimony in its final report?
7.3 Why did Bush and Cheney agree to speak with the 9/11 Commission only on the conditions that 1) they do so in each others company, 2) they not be under oath, 3) their testimony not be recorded?
